Crypto's Clarity Act Vote: A Turning Point for Bitcoin and XRP

A monumental day for crypto regulation

Today marks a major moment for crypto. Within about an hour, the Senate holds a procedural vote on the Clarity Act, a landmark crypto bill worked on for over a year. If it passes - meaning it gets 60 votes - it moves to the next step: adding more amendments for negotiation, then a final Senate vote. Heavy trading ran overnight as prices moved on the news.

After 13 years in crypto, I have waited for regulation like the Clarity Act. Once it is in place, expect a lot of innovation to follow, mainly on the institutional and regulatory side.

What passing or failing means for prices

If the bill passes, it acts as an accelerant. Institutions would move into crypto faster than if it fails. Prediction markets put the odds of the Clarity Act passing fairly low, so some of that outcome is already built into current prices.

The situation differs from crypto a few years ago. The SEC now defines rules for the industry to help innovation, and the CFTC and SEC are working together - something that has not happened in a long time. A lot of clarity already exists thanks to the SEC's active rulemaking. If the Clarity Act does not pass, the path forward is to keep working with the SEC and CFTC to get that clarity in other ways.

The rest of the world is moving

Other nations are not waiting. Japan moved forward with regulation last month. Europe has MiCA. Dubai is becoming a crypto financial center. The United States should lead here, as it did with the internet by passing early legislation that built a platform for internet adoption. The country benefited greatly from that, and it stands to benefit again from having the next generation of financial markets built in the United States.

Bitcoin, XRP, and the broader industry

XRP is the digital asset behind Evernorth and powers many of Ripple's products. XRP gained a clear regulatory standing from the SEC case that Ripple won in 2023, which puts it in a different classification than Bitcoin.

Traditional-finance investors mostly know Bitcoin. The Clarity Act would help the whole industry, Bitcoin included, because institutions need regulatory clarity. The biggest names on Wall Street need either the Clarity Act or more rulemaking from the SEC. Either way, the goal is pushing the entire industry forward.
