September Crypto Watch: Clarity Act Faces Senate Death as Tokenization Surges

The Clarity Act Is Likely Dead

The Clarity Act - the largest piece of two-party crypto law in America - is heading for a Senate vote on September 15th, in six days from now. Prediction market odds are falling. Even Republicans now admit the bill is likely to fail. If it dies, it probably will not come back for years. There is still a chance it passes, but that chance is small.

Treasury Secretary Scott Bessant pushed Congress to act. He first called on the Senate to advance the bill in July. He wrote that the law would set up a full rulebook for digital assets and improve tools to stop bad actors from misusing the technology. He urged senators returning from August recess to stay at the table, agree to the motion to proceed, and keep the process going. Failing would signal to allies and enemies that America will not lead on digital assets and will give up national security tools that fight misuse.

Tokenization Keeps Moving on Wall Street

Even with this setback, tokenization on Wall Street shows crypto is still the future. Robin Hood (HOOD) CEO Vlad Tenev argued on CNBC there is still reason to be bullish. Robin Hood Chain has been the hottest chain in crypto since it launched a couple of months ago, with volume growing week over week. He credits the power of stock tokens and their use inside DeFi alongside other crypto products.

Robin Hood is tokenizing certain stocks because owning high-quality financial assets matters and should be easy. US equities are the highest-quality assets available. Tokenization spreads access to US stocks worldwide - to people in over 120 countries, many of which lack good brokerage systems or working financial systems. For those people this is the only way to reach high-quality US assets. The shares are backed one-to-one by the underlying stock held at the issuer, so they give real economic exposure. Robin Hood has been refining this structure since launching classic stock tokens in Europe a little over a year ago, and it has caught on strongly.

Robin Hood is also backing this with money: it announced plans to take a minority stake in crypto.com. This is Tradfi adopting crypto in real time. Headlines like this were expected six months to a year after the stablecoin bill passed. If the Clarity Act passes, similar headlines about Ethereum (ETH), Solana (SOL), and Bitcoin (BTC) should follow.

Stablecoins, Solana, and Real-World Assets

US Bank (USB), the fifth largest bank in America, launched its own stablecoin on the Stellar (XLM) blockchain. Solana is hitting on-chain all-time highs almost every day. Solana real-world asset holders crossed 400,000 for the first time, up from under 10,000 in January 2025.

The XRP Claim

Some claim that globalist banks, institutions, and governments have chosen XRP almost exclusively as the main mode of exchange, making it the easy pick as the winner. The argument: profit-taking on Bitcoin brings repeated "it's over, it was a scam" reactions, but the technology may end up at the center of new central bank digital currency systems. Global instability, rising inflation, and higher oil and gas prices push people toward alternate currencies - not only the US government but Russia, China, Iran, North Korea, and others. XRP's chart has gone straight up over the past few weeks.

A Mini Altcoin Season

We are in a mini altcoin season. Neoclassic Capital managing partner Michael Bucella says Bitcoin's strength is real, with genuine spot buying. There is heavy leverage in altcoins now, driving strong speculative moves. Names tied to the run include Ethereum (ETH), Hyperliquid (HYPE), Robin Hood Chain, Lighter, Uniswap (UNI), Morpho (MORPHO), Pump (PON/pump), Zcash (ZEC), and memecoins.

Bitcoin's strength has spread across the board, with leverage moving down the risk stack. Ethereum has been a massive outperformer. Hyperliquid has outperformed too, and its fundamentals grew alongside price. There is enormous leverage in anything attached to Robin Hood Chain, which has seen huge growth over the last few weeks - including Lighter (its perpetuals/derivatives exchange), Uniswap, and Morpho. Pump, a launchpad token, has taken off with high volume of memecoin launches. Parts of the market that were quiet for a long time are accelerating, for better or worse. Bitcoin still looks relatively strong; the rest of the market looks more risky.

Bitcoin's Golden Cross

Expect short-term volatility, with a bullish view over the mid-term. Bitcoin's golden cross is confirmed: the 50-day moving average has crossed above the 200-day moving average, the first golden cross since November 2025. This matters because the last three completed golden crosses - excluding fake starts and consolidation - led to Bitcoin gains of 50%, 45%, and 60% after the breakout. The market is flipping bullish, and there is strong reason to be bullish on crypto.
